In May of 2002, the crown prince of Dubai, Sheikh Mohammed bin Rashid Al Maktoom, stated that Dubai would allow foreign investors to buy Dubai properties on freehold ownership. This was the kick start the market needed and it has been booming ever since. The population today has almost doubled to 2 million and predictions are that it is expected to reach 4+ million by 2010.
